Proposition no 2007-2 : to forbid the hiking of the helmsman

Proposition : to forbid the hiking of the helmsman, or to limit it until that the helmsman's knees would not go over the sheerline.
Argumentation : hiking is an athletic posture which is of course not to the taste of the helmsmen of sixty years and more... If this outside position could be relatively confortable in the breeze thanks to the heel angle, this could be dangerous in the medium in the fleet where many unexpected passin and crossings happen.
This posture seems as well hardly compatible with the spirit of the Classics.

Proposition no. 2007-1 : limit between Evolution and Modern

Proposition : to move the limit date between Evolution and Modern to the 01.01.1999 in place of the existing 01.01.1990 (rule 33.3.1).
Argumentation : (as received) : observing the races, we could observe now an unexpected "hump" in the curve of boats speed vs. their age. This break does not correspond anymore to the limit of 1990 set up in 2001 at Flensburg to split the "evolutions" of the "moderns" based upon the radical design "Chlika-Chlika".
The next design generation appeared in middle of 1993 with the Melges/Peterson and the Wilke/Meier & Schmidt.
Then in 1999 a radical change appeared again with the SUI-201.
Observing the market, the "old moderns"are today very difficult to sell, apparently because of their lack of performance relative to the new "aircrafts".
