Proposition : to move the limit date between Evolution and Modern to the 01.01.1999 in place of the existing 01.01.1990 (rule 33.3.1).
Argumentation : (as received) : observing the races, we could observe now an unexpected "hump" in the curve of boats speed vs. their age. This break does not correspond anymore to the limit of 1990 set up in 2001 at Flensburg to split the "evolutions" of the "moderns" based upon the radical design "Chlika-Chlika".
The next design generation appeared in middle of 1993 with the Melges/Peterson and the Wilke/Meier & Schmidt.
Then in 1999 a radical change appeared again with the SUI-201.
Observing the market, the "old moderns"are today very difficult to sell, apparently because of their lack of performance relative to the new "aircrafts".

Allright, it is as agreed in Flensburg 2001 (every five years we would reconsider the limit) but we have to find a solution at long term, because doing so, the Evolution fleet will grow up and grow up..
1. I would prefer to hiold the discussion in english language as it is usual in our class.
2. I agree with setting the date up for the evolution class. This is to be made very carefully.
3. proposal: a) 31.12.1994 as latest date for the evolution boats.
b) to reconsider this limit in further five years.
1 moving the date does nothing for the pre 1990 boats, the relative large difference in speed (and more acceleration and easy of turning) between pre-1990 boats and 1990-1999 boats will stay the same as it was when the date of 1990 was decided. try beating a 1995 boat in an 1985 boat, you have to really work to achieve that
2 on a 1990 or later boats it is possible without any limitation (as exists with classic and evolution) to change keel, rudder and mast
3 I cannot see why it is not possible to change a 1990-1999 boat to have equal sail and keel/rudder layout as the last series from Seb
4 Try to sell a pre-1990 boat when the evolution date has moved to 1999. I predict an even smaller evolution class as all pre-1990 boats will have nothing to race for, that was the original goal of the divisions. Pre 1990-boats will be stored in backyards and never see the water again.
I will vote against this one
This matter has to be tackled very carefully. What do we want: sailing or selling our boats? If 5.5 of the early '80s are to compete in evolution with late '90s, evolution means nothing, as jdv pointed it: "on a 1990 or later boats it is possible without any limitation (as exists with classic and evolution) to change keel, rudder and mast".
The "and" is really important, cause you all know it is forbidden to change all these three parts of an evolution. What is the point to race in the same class against boats fitted with both carbon mast, new keel trim-tabbed and deep-narrowed rudder?
Do the bottom evolution ask to join the classics? And what if?
I propose a large discussion about this matter, before any vote, the 5.5 are not to be pressed by sellers.

The bottom line is that the evolution class has no meaning whatsoever anymore. So small talk will not help. One of the reasons for this is elistic class management. Who cares about these old boats anyway except some owners or those in fact concerned by filling up the entries list ? (but then they should not bother the moderns, hey man, stay very clear......)
This will remain like this until some strong & clever decisions are taken by that same elistic management. Not sure we can expect that anytime soon.
A possible solution goes along these lines:
Let those older monderns who want slip into evolution, limit amounts of sails & cloth to something affordable and when a critical mass is around make separate starts. Putting all boats in same race has no sportive meaning anymore except for pushing up the ego of the winner.
Bring it back to a sportive class or keep it an elistic class, that's is the question.

I'm not against changing the way the class is divided into subclasses, but as Seb points out, just moving the limit between evolution and modern subclasses so much, will create a very large evolution fleet, and the differences between older and newer boats within this fleet will be even bigger than they are now.
On the long term the limit between evolution and modern might be moved a few more times, but the problem will only grow.
In some moment one might consider creating a new subclass between the existing evolution and modern divisions. But this will have to be done very carefully and only after more time has passed.
Considering the various reactions posted so far, I think this matter requires an extensive discussion.

The following words are the order of the day of the next AGM in San Remo about this topic. I have tried to consider all the received notes.
Limit date between Evolution and Modern (Proposition no 2007-01) We didn't found any consensus about what to do. Fleet homogeneity management is a complex question reason why some propose to discuss more before to vote. The basic question is do we include in the Evolution's the following generation step, which is the Melges/Peterson and the Wilke/Meier & Schmidt of 1993. Crossing date would be then moved to 01.01.1994. Note : we remember talking about the certificate date of the first unit of one new design, the sisterships are included, even if they have been launched later (Rule 33.6)
Vote : do you agree to move the limit date between Modern and Evolution from 01.01.1990 to 01.01.1994 (Rule 33.3.1) or do you prefer to take more time to discuss more deeper and to find a long term solution ?
